Cecil R. Mumpower, age 90, of Bristol, Virginia passed away Wednesday, February 10, 2016 in Wellmont Hospice House. He was a native and lifelong resident of the Bristol area and a son of the late Hal Lewis and Henry Etta Felty Mumpower. He was preceded in death by his wife, Marion Euna “Tommy” Thompson Mumpower and his second wife, Marie Herndon Mumpower. He was a U.S. Marine Corps veteran of World War II, a member of Zollicoffer Masonic Lodge #444 and Jericho Shrine, a retired Captain with the Bristol Virginia Police Department with 32 years in Law Enforcement, and a member of Reynolds Memorial United Methodist Church. Survivors include one nephew: David A. Thompson and wife, Marisa, of Blountville, TN; one niece: Jane Richmond and husband, Charles, of Blountville, TN; two grand nephews: Ethan Thompson and wife, Emily, of Kingsport, TN and Grant Thompson, of Blountville, TN; two step-children: Benny (Ben) Herndon and wife, Linda and Vicki Runyon; and two special friends: Jack and Sally Godsey, of Bristol, TN. The visitation for Capt. Mumpower will be from 6:00-7:45 P.M. Saturday with a Masonic Memorial Service to follow conducted by Zollicoffer Lodge #444 . The funeral service will be conducted at 2:00 P.M. Sunday, February 14, 2016 at Reynolds Memorial United Methodist Church with Dr. Ralph Kidd and Rev. Laura Plaster officiating. Interment will be in Mountain View Cemetery. Police Honors will be presented by the Bristol Virginia Police Department Honor Guard. Pallbearers will be Bill Price, Eugene McCoy, David Necessary, Charlie Jones, Sam McVey, Ethan Thompson and Grant Thompson. Honorary pallbearers will be members of the Bristol VA Police Department and the Reynolds Sunday School Class. My sincere condolences to the family and friends of Capt. Mumpower. I have so much respect and fond memories of him while working at the BVPD. RIP Capt. Mumpower.
Very sorry to hear about Cecil passing away. I have childhood memories of him coming across the Mary St bridge on his motorcycle. I know all his family and friends will cherish all the good memories of his life. My prayers will be with his family.

Cecil was loved deeply by his family. He was truly a fine man with a loving heart. Cecil was an honorable, respected man and a wonderful stepfather. I will miss his love and the warm moments we had together. He will forever be in my heart.
